She has some awesome gear from the DEO and embarrassed Batgirl (barbra) recently. Batwoman is pretty skilled.

Well, she did look like the superior and Barbra seems to not have as much experience and plus she started walking again. So, you have to count those factors in. Still, Batwoman is pretty good. Not Shiva or Elektra good, but with all her gear and connections, she's pretty formidable.

I haven't seen Viper for a while, but she used to have some solid tech, such as teleporter rings, and she is skilled enough to fight cap one on one
I'd lean that way, but I haven't seen her for a while...
