The Richards have been kidnapped by some all powerful cosmic entity or another that wants to toy with Mr Fantastic's life.
If Richards wants to see his family again, he is to subdue the entire superhuman population of DC Earth within 24 months. People he brings under control (by any means) to assist him count as subdued provided rebellion is impossible.
CIS is very much on, so we can conclude Reed will not kill under any circumstances.
He gets an underground lab identical to his own, with all relevant equipment, in some deserted location.
DC Earth is completely unaware of his existence, at least, at first.
Though, really, if you think about it Doom's assistance in this matter would benefit Reed. Sure, he'd have to grovel to Doom for a bit, but Doom's pride and honor would ensure that he helps Reed accomplish his goal just so he can gloat "I helped you save your own family when you couldn't by yourself." That is, assuming you implied that Reed would mess up due to Doom backstabbing and not implying Doom would fail, because that's nonsense.
Assuming you want Reed by himself with no help from his universe, he could do this on his own, especially if your "no rebellion" clause means that if mind controls or otherwise gets someone to work for him, they're on his side for the rest of the scenario.

Reed with that amount of prep will be able to take DC no problem. I'd imagine he would take out all high level threats first so what those that really leave for resistance?
Not sure how Reed not "subduing" his family means he can't do anything of note in this scenario...? He's an ass, but he's not trying to imprison or mind control his wife, brother-in-law, and best friend. There's also the fact that, per this scenario, his family has been taken from him, which makes him willing to cross lines and consider options that aren't normally on the table for him. Just remember all the morally dubious stuff Reed committed to or was a part of during the Civil War. And for the most part, his family wasn't directly in danger.
Guy has two years to work with and no one knows who the hell he is or what he's capable of initially. OP also stated that once he's subdued/controlled someone, they can't rebel against him. Even if he doesn't succeed, you're deluding yourself if you don't think Richards does a lot of damage to DC Earth's structure.
