Ring of Life makes this a little unfair. Giving the ring of Life to an ordinary hood with no knowledge of magic whatsoever gives them enough power to one shot Spectre.
Giving it to Kulak allowed him to one shot Spectre, completely control him and one Shot classic Fate. Hell having the Ring of Life allowed Kulak to open a gateway to Earth from his realms even though he had been denied such from the Presence himself.
It would be like giving Herc the Power gem, Mind Gem and soul gem.
That's what any normal human could do wearing the ring of Life.
It was gifted to the Spectre whenever he faced an enemy that could one shot him.
Kulak was the destroyer of universes. he'd destroyed several universes and Spectre wasn't able to match him. The ring appears on his finger and he won effortlessly. Kulak was all but destroyed. The ring disappeared and Spectre believed it was returned to the almighty. Kulak had actually managed to call it to him and slowly heal him and return him to power. With the ring he could bring minions of his long dead back to life so that they defeated Spectre. he didn't even have to do it himself he simply recreated beings capable of defeating the wrath of God who had been dead for eons.
With the ring of Life Fate could potentially do the same. He could create a few being above Spectre level in power. The ring gives the wearer power over all things living and dead. He would control every living being, every undead spirit, and be able to animate every inanimate thing in existence to fight for him.
You could give the ring to Jimmy Olsen and he could defeat the highest abstract beings in the DCU. The ring makes this an unfair battle.
It's probably close too the ALE not sure if greater - the ALE actually has less feats even though more showings. the only things I can think of that would be more powerful ( and probably not by much) are the IG and the HOTU.
