Surfer moves at warp speed, faster than light by a mile, so hes faster then barry wally and zoom, so he could easily catch them and trap them in his board....easily
this, of course, leads to the endless debate surrounding SS's reaction speed and the fact he travels through hyperspace when exceeding lightspeed as per marvel's physical laws, though writers do ignore this a lot.
overall, flashes are faster, though I am of the opinion that SS does indeed have legitimate superspeed reactions.

quasar is the weak link imo. he can only use the bands as quickly as his perceptions let him. he'd be ko'd quickly leaving ss to battle 2 on 1. if he has full knowledge of just how fast they are, you might be able to make a case for him getting out of range and blasting with aoe-style attacks, but, if he just knows they're 'fast', he has no chance. not sure he could get away before zoom got to him anyway though is definitely some support to the notion that ss could survive zoom's onslaught.
speedsters suck for battles. if it's cis on, i'd take ss against either. cis-less speedster powersets become almost impossible to argue against.
All the Flashes have been faster than light for a long time now. The best Flashes, like Wally and Barry (and Zoom) are much faster than DC characters who are comparable to Surfer in speed. They're also capable of stealing Surfer's speed and making him a statue (although that's not really in character).
So yeah, they're faster than SS. Black holes wouldn't work because a) that's not in character for SS and b) Objects moving FTL can escape the event horizon of a black hole.
