Considering how poorly he fared against Kingpin, Classic Cap probably tops out at Green Goblin's level.
Which is not actually too shabby, considering the kind of challenge Norman actually presented back in the day (able to give a good account of himself against Spider-man and the Human Torch in succession, for instance).*

Come to think of it, Green Goblin versus Captain America would have been a dynamite fight to see. I might thread that, not only to see what people think would be the outcome, but also to make sure Marvel didn't feature that matchup back in the day ...

He pretty much did, yeah, and Osborn was wearing the armor stolen from Stark.

Scorpion, Hobgoblin, Lady Octopus, Doctor Octopus, Sandman (sneak attack, but what else could've worked), Rhino, Hyde... they all got taught a lesson from Capster.
