Highest number possible is 100 and the basis will be what's the maximum potential each power could imbue to a peak human person. The host will have the highest skill, intelligence and physique possible that can be attained by a human in comic book standard. This will be be no drawbacks and users will be fully compatible.

I'd place old school GL energy around the Power Cosmic. Depening on what you're judging them on. GL's have been just as versatile as say a herald of Galactus.
Wouldn't the maximum potential power imbued to a being be based on how MUCH Galactus wants to imbue said being? And he has more power than Odin, then he'd more than easily TOP the Odin force and not be below it. Especially NOT seemingly an entire tier like you're making it look?
He imbues minute amounts to his heralds, but he's created beings that rival him before such as Tyrant.
I mean, really, if enough energy is given to a host, they'd effectively become the power source itself, at which point the thread is simply asking which of these is the most powerful.
"Outliers" ARE maximum potential based on the OP's stips. And if we look at standard powered ppl with the Odin force, wouldn't that be the regular Asgardian gods?

People are forgetting Garthan Sal (or however you spell his name). He had the NovaForce and was wrecking the East/West Coast Avenvgers (Thor, Quasar, Wonderman, Gilgamesh, etc...), Firelord, and the Fantastic Four. They only "beat" him when Reed tricked him into looking for Nebula elsewhere. That lineup would wreck anything under Skyfather level, yet he was laughing at them.
Hichman/Ellis Starbrand is easily the weakest powersource on that list.
