Tony in both, rather clearly. However, I don't think it's outlandish to say Peter would make him work for it, in either suit.
And to be clear, the Iron Spider costume was Spidey's most powerful "regular" incarnation (aside from anomalies like the Uni-Power story arc). That includes many of his own suits, and including the Ends of the Earth suit, which was powerful and versatile, but also catered to very specific opponents and power sets. In any case, he'd have a better chance in the Iron Spider costume, but would still lose.
