Savage pretty easily
1. Savage is enhanced at a base level (admittedly not bu much) where Ra's is only enhanced for brief periods after being in the lazarrus pits
2. Savage has many many many more years/centuries/eons experience and gained knowledge than Ra's. He a much better tactician and has acted much more as the king maker who controls the thrown from behind than a thrown taker.
3. Ra's has only ever really had what it takes to take on street levelers and normal human organizations. Savage takes down powerhouse teams
