Wolverine joins the Gotham City Police Department

Wolverine joins the Gotham police force in order to try and clean up Gotham City. The Bat family are still around doing what they always do in Gotham. But all other heroes won't intervene.

How does Wolverine do? Does he succeed in decreasing the crime rate of Gotham City? Does he make no dent at all?

Scenario 1: In this scenario Wolverine is in DCUA Gotham City. How does he fair in the Gotham city of this Universe?
