They kill if they have to.
Otherwise they capture and put them in a shield holding cell.

Well if Shield isn't ordering capture just to stop the rogues, I can see guys with a psychological edge on Bruce (Joker, Two-face, Catwoman) having a Hell of a time with this team. A lack of detailed knowledge on Clayface will make round 1 interesting though.

There backed by shield...
Ordered to Capture, but may kill if last resort.
They have a secret base in Gathom City.
They work for shield and not with any of the other heroes in Dc.
The have info/profile reports on all Gathom city heroes and Baddies..
