Capabilities
The user can cause anything and anyone to spin in a cyclonic manner and control which ever direction they are to spin. For example, they can stop bullets by spinning them in the opposite direction and accelerate the healing process of themselves or others by spinning cells.

And you're confident that this would work on abstract beings? And that gaining omniscience wouldn't drive you mad? Or that your power of touch trumps the most powerful beings in their respective universes?
Basically, you're saying you think Agent Smith > LT. Look at the "known users" of the power. Outside The Master (with prep), and a couple I've never heard of, everyone on the list would be lucky to clear to up Surfer, let alone anything higher.
I think I make it to #6 and lose to Loki, though since I have a form of reality warping if my warping feats carry over from match to match I could go for a nigh omnipotent Looney Tunes/Okami power up against Batman and lose at #17.
