On average, I'd take Terrax for the majority.
He's a solid mid herald that's gone up against the likes of Surfer, Morg (multiple times and each time giving him one hell of a fight before finally losing), the entire FF and New Warriors (while weakened and they had anti-Terrax weapons made by Reed), fought a Galactus amped Dazzler (inside a black hole), etc..
