it'd have to be a herald that has no qualms with atomizing the planet immediately after the onset of the battle--as that is the only way to beat THE god of technopathy on a planet comprised entirely of tech/machinery.
If the Matrix or other aspect of the All-Spark is on Cybertron for this, there might not be a combo that could beat him under OP stips. Conceivably, he'd have Galactus-busting power at that point (or rather, Unicron-busting).

Jack was the "god of cities," and was often portrayed as such in a conceptual sense, and I have no doubt he could control Cybertron. The issue is whether he could override Cyborg Superman's control. That's anyone's guess.
Who else would you pick? The most I could see with Hawksmoor is that he would only be equal to him. He could take control of the planet, but I don't think he could deny Hank from drawing raw materials from the surroundings to amp himself.
Gun to my head, I'd pick Jack to wrest control of the planet itself from him. There's no way to know for sure though. But yeah, he wouldn't just, say, delete Cyborg Supes. It would still be a fight. But Jack would have the planet on his side, imo. So I do think Jack would win due to that matchup issue, even though more powerful heralds would fail in this particular scenario.
Considering how The Carrier treats Jack, I'd think the entire planet would work like a giant city for him. Is it the larger the city, the stronger he gets? If not, I would think Cy's strength and durability advantage would be too much against Jack even if he can take control of Cybertron from Cy. Unless Jack is significantly stronger than I thought.

I remember the Mexico City thing against that "renegade Doctor," but don't remember it making him PHYSICALLY stronger. Maybe it was he didn't actually do anything to show that. I heard about the using Tokyo that way, but never saw it.

I just don't recall him being shown to be physically more powerful. Like I said, if it doesn't effect his strength/durability, Cy still has a huge advantage there even if Jack can take over Cybertron from him. And that's not taking the occasional speed-blitz into account.
