So, basically who are the strongest street level characters the Shadow can beat? Just for clarification this is the Shadow from Dynamite Comics so anything from that is applicable here.
No CIS/PIS restrictions for anyone.

I actually read most of Dynamite Shadow comics. He can pretty much beat anyone in street tier.
Precog, mind control, cloud men's minds, soul reading, and very much above peak human stats in jumping, speed, and agility. He is also a very well season fighter and expert marksmen. He got the feats.
If I pick anyone, they would need immunity to magical/supernatural abilities.
I pick Roland of Gilead!
