I'd say DC's is Nemesis AKA Tom Tresser. Who is Marvel's ? No powers used like shape shifting.

Tresser has created masks on the fly to llok like people he has just met.
he has worn as many as four masks over the top of each other and with the t o uch of a botton on his neck device released just enough gas to desolve one and become identity 2.
plus its been stated he can mimick any voice. Where batman becomes a character he created (like Matches Mallone) Tom becomes anyone.

Cant say I've seen too many marvel characters who do it without powers.
