A high herald in Gotham Vs a street leveler in Metropolis

Which would be least/most needed/viable/redundant?

There's precedent for street level heroes in Metropolis (Guardian, Gangbuster, original power level Black Lightning) but not the reverse in Gotham (that comes to mind).

Doesnt have to (but can) be established characters, could just be in general whatever your opinion may be.

Not trying to replace Superman and Batman in this scenario. This would be in addition to.
