I have no idea whether Herc restored the multiverse or the universe, but it's also not like Spectre killed all of the Lords of Order and Chaos all at once. It took a while, an he did it (at least mostly) one at a time. Also, he forgot to get Mordru...
Anywho, I'm fairly undecided. I would lean towards Herc, but there's so much ambiguity around both characters that I couldn't say that with confidence. I used to think DOV Spectre was pretty overrated, but I've come around some on that.

Playing devil's advocate here, once you accumulate enough power to blow through one universe there's not much stopping you from taking the rest. Kind of like AM in COIE, once you get going it starts to snowball, but you've got to get over that initial hump first.
