IMHO, CW Hercules. Even though he didn't actually beat Chaos King, he DID restore 98.75% of the multiverse that was devoured by CK.

DOV Spectre was strictly universal.

Spectre killed so many magical beings that the energy released was used to create infinite multiverse again.

That beats 99.8% of multiverse which was contradicted several times in the same arc.

I have no idea whether Herc restored the multiverse or the universe, but it's also not like Spectre killed all of the Lords of Order and Chaos all at once. It took a while, an he did it (at least mostly) one at a time. Also, he forgot to get Mordru...

Anywho, I'm fairly undecided. I would lean towards Herc, but there's so much ambiguity around both characters that I couldn't say that with confidence. I used to think DOV Spectre was pretty overrated, but I've come around some on that.

It was definitely multiverse since Oblivion confirmed it later in Thor Annual #1 :

He's talking about the end of all reality then says CK 'came so very close', which would explain the 98.75% number Cho came up with in CW. What more confirmation do you need?

Playing devil's advocate here, once you accumulate enough power to blow through one universe there's not much stopping you from taking the rest. Kind of like AM in COIE, once you get going it starts to snowball, but you've got to get over that initial hump first.
