Yes characters in comics with enhanced speed do get tagged all the time by those without it, but what actual speed feats does Cage have? For instance it's not like Luke Cage has only a few appearances, so if he has legit enhanced reflexes he'll surely have other speed feats outside of "fought someone who happened to have enhanced speed".
So for example Spider-Man is above bullet timing, has Cage ever shown bullet timing reflexes?

Here's an early encounter. He does tag Spidey a few times, before getting webbed a few panels later. Spidey got the best of him for sure though.

Scenario 1: I could see this going either way really. Modern Luke Cage is a sizable bump above classic Power Man. His strength score seems closer to Class 40 these days, and his skin tanks damage better in modern showings IMO. That said, Spidey has taken down foes much stronger (Rhino for example) and just as durable. He's about 40x faster than Luke and should be able to dodge around most of what Cage throws at him. Luke is no chump when it comes to brawling, and he's mastered a few power tricks (like the ever present Thunder Clap) that help to disrupt faster foes. If he can wrap Peter up, that could spell serious trouble. Overall though... I don't see why a motivated Parker wouldn't land 6/10 or more against him. He's beaten far stronger and far faster than Luke.
Scenario 2: Spidey for the win 9/10. Webbing is a game changer, and Spidey is the only one who gets a boost in this scenario.
If it's hand-to-hand combat Luke Cage wins. He should have the strength, and durability advantage. As for speed he should be able to keep up.
He has caught bullets before.

Luke has also learned martial arts from Danny, and for a longer time than Spiderman has learned from Shang Chi. Since the beginning of Power Man & Iron Fist even. The Thunderer even took note of his talent. When they went to K'un-Lun together the first time.
However, Spiderman's webbing is a tough nut to crack so he probably loses in scenario two. Danny has broken out of it but I don't remember any instances where Luke has.
I don't know man. There's a big difference between moving at bullet speed and simply leaping in front of a gun or shoving your hand in front of a gun because you know your skin can tank the impact. Luke Cage is far from a speedster IMHO. He's never been portrayed as anything more than an above average athlete in the agility/speed department. Spidey though - he's a straight up low-end speedster. 40x human reflex speed as part of his super power build. He can dance literal circles around Luke, and land a dozen hits for every counter. That's a hefty advantage.
