Atrocitus is clearly physically more powerful and the napalm will cause sinestro difficulty
BUT Sinestro seems like the kind of guy that will have prepared for atrocitus so I'm giving it to him

PS have they ever fought?
Also can Sinestro show him his greatest fear/his family dying or something is that one of the yellow rings' abilities? I can't remember
