I might want to give it to lockjaw but I seriously don't think he could counteract Krypto's speed.

all the inhumans went through terrigenisis to get their powers but were most were human first.
I say that to say this...
Lockjaw has been said to be kinda smart sometimes of the inhumans arcs. Do you think that he is a human deformed into a teleporting dog? or is he a dog juiced up with teleport powers?
