In his own realm, Dream would beat your average Spectre, imo. If Spectre went to The Dreaming in his full capacity as God's vengeance, however, he would win.

Dream curbstomps the spectre . The Spectre at his highest peak was able to manipulate quantum multiverse where thoughts , dreams and imaginations creates alternate universes or possibilities . Dream has shown to cut off people of their imaginations and dreaming . Dreams > Reality in DC .
