Krypto should technically have a decent amount of super speed.

Fenris's highs are beyond any herald. I'm talking about cosmic god entity level like Demogorge. His more terrestrial or earthbound showings are pretty comparable.
A great comparison is Demogorge in Godsquad. Pretty strong and powerful, but can be physically beaten. Then you have him in his high level where he stomps death lords, demon lords, champion gods...
I see the point you are making, and it is a salient one. It can indeed result in non-exciting fights (as ironically shown in the race between Superboy and Kid Flash, where they have to slow down to make it more entertaining for the spectators).
However, not having it would make the fight unfair. It's like having a fight between - say - the Hulk and Silver Surfer, and in order to make it entertaining, having the two opponents engage in a slugfest. Standing two feet apart trading blows. Yes, that would be more entertaining for sure, but also significantly unfair to a character like the Surfer who has MANY ways of attack compared to the SIGNIFICANTLY limited attack options of the Hulk.
Thus, many times there is a choice between an 'entertaining' fight and an 'unfair' fight.
How does one decide a fight - by having two characters fight to the best of their potential, even if it means one switching the other off like a light? Or hamstringing one character (e.g. SS cannot use energy, or speed, or XYZ and has to rely only on cosmic-imbued strength) and having that restrained character fight another one that is 100% in his/her/its element (e.g. engaging the Hulk in fisticuffs)?
That's the choice, and it leads to selecting between an entertaining but unfair fight, or a fair but very quick fight.
