Dr. Destiny torturing a bunch of diner's to death for an entire issue of Sandman was pretty disturbing.
And the consequences was basically Lord Morpheus giving him an attaboy "So that's where my gem was! Hey, thank's for the power amp. Have a nice rest."

Most of it came from the Secret Files book, as if you sit and think of the implications of some of them, it gets pretty nasty. Like Low, Slushh, Despotellis, Kryb etc. Sure, they don't show it as much in the comics because they technically can't, but being killed by one of those would be pretty awful. Not as graphic, but the fact that they have the reputation they do speaks volumes imo.
