And I know they act as the embodiments on a universal scale, because when they were killed by Spectre, Hawk & Dove(who are powered by Chaos & Order respectively) were instantly depowered: http://i.imgur.com/A0qAyKR.jpg
So if indeed Nabu is the most powerful Lord of Order in DC, it means he is > the aforementioned beings... Which means he should be > Lord Chaos as well, imo.

Cant speak for Love and Hate (I cant recall a version) but thats not the only example of DC having a version of Order and Chaos.
In classic Arion, Chaon is the sole and only lord of Chaos and his sister (whos name escapes me atm)the sole and only lord of Order. There was another character who was the balance between them who stepped in to keep them apart, some crux about if they touched or physically interacted it would end creation.
Arion was Chaon's Sister's champion. In modern times he is listed as a Lord of Order with Nabu anf Shazam. One would assume that Chaon and his sister were a level or two above what we currently call lords of order. Of course that could all just be pre COIE and no longer relevant
Actually thinking aboutnit the only appearance of Chaon I can recall post COIE was in the mininseries Immortal Arion. In thatnhe and Arion were depected as pretty much equals so I guess its not current canon in terms of power level etc.
