The Penguin Vs the Court of Owls.
The Napoleon of Crime. The Avian Themed Adversary of the Batman.
Oswald Cobbelpot. He has learned of the Court of Owls. The secret society of Gotham's Elite. The Shadowy Rulers of Gotham.
The Penguin has decided that He is not happy thinking that a group of what he considers to be a Bunch of Inbreed Elitist SNOTS are secretly running the show from behind the scenes. That and they have the GALL to use a Bird as thier Mascot. That is HIS Sctick Damn it! So He has decided to TAKE THEM DOWN!

Using a older version of the Penguin who has an intellect that at the least Rivals the Batman's. ( He would say surpasses it). A Master tactician and strategist.
A man that has taken on entire city governments, police debts, and Crime Organizations. A man that can pull off what would seem to be impossible feat with military level precision.

The Court of Owls are as they were first showed in the comics and have their Talon Assassins. The Penguin has any of the rogues and thugs he chooses to draw from. (except the Joker).

Penguin has a month of Prep.
The Owls have no knowledge that he is gunning for them.
The Owls are aware of His plans.

How would each scenario play out?
