Believe it or not T2 is pretty stacked. There are versions of Machine Man that had Celestial tech (no I'm not kidding). Even if we exclude the more exotic versions of T2, they should still win. Jefferies is a technopath/technokinetic isn't he? He just takes over Luthor's armor.
T2 wins.
