You must be thinking of Beast. Vargas had like one combat showing, in which he did extremely well against Hank, Rogue and maybe Psylocke?
Got his five minutes and completely disappeared into obscurity.

Not that we know of.
Vargas' powers were... vague. Supposedly, he was a perfect human, much like Captain America or Crimson Commando. But appeared to be more formidable, in his short battle prowess showing.
