Each team will create an android/robot to defeat the other team's android/robot. Characters get access to their usual technologies, resources and labs. They get one week to build it. No reality warping or time travel powers can be used by either team or robots. Which team wins?

This is actually quite difficult. Proof? What DS said about Stark being the weakest link in the lineup is true, and just goes to show what caliber of people are at play here. This is difficult.
Tbf, so is Lex - he's like Tony, but instead of Tony failing with every buster suit he builds ('Finally, Bruce! I am not going to hold back any longer, meet the new improved Hulkbuste- CRUNK'; 'Thor, I have designed the ultimate- CRUNK'; 'Fear not, Avengers, I have studied the Phoenix and if my calculations are corr- oh, there are five of them now') Lex just fails at the one thing.
Doom brings magic to the table, which is usually a good wildcard, but the Morrow team have Amazo....an actual bot, who can even replicate magic.
Not really, to be honest. I’d even rank Lex below Stark, and that is simply looking at those two.
Once I start comparing Lex with the likes to TO Morrow and Prof Ivo, then he gets totally blow out of the water.
Or to put it another way ...one on side you have Lex and his suit that can - momentarily - trade blows with Superman. On the other side you have (say) Prof Ivo, who built an Android (Amazo) that can not just go hand to hand with Superman, but can absorb his very powers (and those of any superheroes around him) making it truly powerful.

T.O. Morrow is probably the only normally earth guy who deserves a mention here. He apparently learned to 'unlock the hidden space between dimensions' when he was 14 (ie, dimensional creation), he's created time machines and vast super computers that alter reality via time manipulation. He also turns iPods into death rays and creates synthetic souls (Tomorrow Woman, Red Tornado).
Prof. Ivo created Amazo and Tomorrow Woman, two of the physical most potent androids in comics, especially Amazo. He created a serum that made him immortal, he's created countless powerful androids.
So, yeah, both are pretty uber in the genius field. I'd rank T.O. above Stark or Luther, IMO.
Yeah, team 2 takes this by a mile. Morrow, Ivo, AND Brainiac??? They could probably create a robot like a 3-D version of the thought robot, if they worked together.

Team 1 due to Lex Luthor. He's as smart as Superman is strong and even when Superman is smarter than a supercomputer Lex still dwarfed him in mental capacity. Unlike Reed or Dr Doom, who need to make some doohickey to remind the viewers that they're geniuses, Lex Luthor is actually written to be brilliant, and he is a super genius at every form of intelligence. Not just science or creating things, but also in social intelligence as well.
Armour creation should be considered in the realm of robotics as well, right, and as such, just the sheer magnitude of armours created by Stark wouldn't put him too far behind the other scientists in this rumble. Putting aside the artificial intelligence of beings like Ultron, Vision, Jocasta, Herbie and Doombots, the technology to create armour and robots would have to be exactly the same, right? And it's not as though Stark hasn't created armour that have run on their own.
