I get bored with the power level changes. To be honest you rarely get anything new in mainstream Superhero comics since Big Jim Shooter created his "comic floor plan" way back when.
This is a fast-draw fight. Magneto can kill Graviton by stopping the blood flow in his brain, and Graviton can kill Magneto by crushing him with gravity. Their power sets cannot protect against these attacks.
Thus, Magneto wins due to having the faster reaction time.
Speed is a good point too. Mags has some great speed reaction and able to affect thing moving at light speeds. Pulsar and that bullet in space being two examples I remember.

Here Graviton is cruising through space on the compound he had in West Coast Avengers. He stole an atmosphere from another planet and reached a perfect combination of oxygen and nitrogen and other gases so he could survive.

hmm, i think i'd actually take graviton here. we've seen hall's shields work against pretty well, i think, anything mags could do to him, but i don't know that mags shields would prevent hall's powers working on him. maybe, but i'm not all that confident about it. in general, the scope of hall's powers are greater than mag's as well, though mag's has a definite edge in versatility. if mags shields hold, and make him immune to graviton's powers directly, then....it could well be a stalemate with neither really being able to harm the other. mags is certainly smarter and more experiences, so he might win any prolonged battle, but that is really difficult to prove. /shrug
I’ve seen this fight many times over the years, and Magneto gets the ‘popular’ vote.
He literally wins because he’s more popular, honest posters i’ve spoken to have admitted as much.
But looking at it objectively (like you did) its a very close fight, and i just favor Graviton in it.
