Being completely serious, Gladiator was treated like complete shit in every X-Men appearance up to the mid 400s. Probably some of his worst showings come from that time.
Colossus. Being knocked out by laserguns. Gambit beating him with a full deck. Gambit effecting him with one card. Getting off paneled by a garbage team of X-Men along with the Guard and put in handcuffs and a spit mask. Appearing in like one panel in one comic to show Jahf knocked him out. Even that X-Men First Class Giant size had him going h2h and having trouble with Cyclops. No joke. His history in X-Men comics is garbage, and yet this is Colossus' big claim to fame and it's using it from a series where Gladiator gets his biggest jobbing fame.
Wendigo is probably strongest on average ignoring when he started becoming akin to a zombie virus that got foddered.
The other high ones are Abom (he would be the top if he wasn't treated like garbage so often), A-Bomb, Korg, and Captain Britain. Any one of those wouldn't be a wrong answer, which would make team scales the best in the original scenario.
So with that said, naturally Luke Cage wins. His style is just so cagey.
That's because the @$$holes over at Marvel job him out a lot.
Having said that, Team Fur or Team Scales. Both members of those teams are legit cl100 beings. Team Steel has that poor jobber Ironclad. Team Skin has Cage, which while impressive for his tier, is outclassed here. Team Rocks is solid but they would get overwhelmed by Team Scales or Team Fur.
