This is Batman in his fugitive days. Batman wants to bring murderers to justice. There's also a false murder accusation against him, which Splinter fully believes.
This is a scenario, meaning they have their hidden lairs, and either have to find them, or end up meeting in the streets. No extra gear, no prep.

And I'll amend: Prep isn't allowed in the sense that Batman can break iout the Justice Buster. But he CAN plan a strategy to deal with their numbers, using his standard stuff.
Same deal for Splinter and the Foot.

But really, I just think now that Splinters a violent murderer, Bruce would probably drop into his radar. Really, he's no different then the League of Assassin members at that point, no matter his reasons.
