H2H only? WB Hulk exhibited far more power in terms of strength than Tyrant did. He was even measured while in a calm state. His intestines alone were over 133 times tougher than Hercules, and again that was when he was calm. At his most powerful enraged state he had logically blown far above that level that the implications likely placed him well above the likes of even Tyrant.
Let's look at a far inferior version of the Hulk and how he was strong enough to overpower half of the Inbetweener's power. The Inbetweener is in Tyrant's tier class. Again, that was a far weaker version of the Hulk. Another example is how he had enough power to literally one shot an entire solar system (Umar's kingdom).
