Strange can and has actually affected the general populace of the 616 w/ a Forgetfulness spell. Black Cat confirmed it in recent years. Strange did that to help out Spidey. Thus, it's possible for him to make Swampy FORGET him via that spell.:

Honestly, since Strange is NOT a Nature Mage, Shaman, Druid, Nature Priest, and DOES NOT have Gaea based spells (that I know of), he's going to have a higher level of difficulty in regards to affecting Swampy than if he was those types of spellcasters.
BTW, this is from a 2019 storyline. Just like back in his Classic days, Strange can still cast spells while he's Astral Projecting.:

In order to pay the debt he owes Mephisto, Strange casts the FORGETFULNESS spell on Clea. Bear in mind that it is MORE DIFFICULT to affect beings from other dimensions w/ that spell than it is to affect beings from the 616. This is a feat that he also did in his Classic days, but has also done it in recent years (as shown in the scan).:
