But as we've now seen multiple times: the stories generated in the multiverse(namely the story of Superman) can pretty much transcend ALL. And since Mandrakk was meant to be the antithesis of Superman's story on a metafictional level, I imagine he would still be above Perpetua and her children.

The location of where someone is from does not directly correlate to power though
for example heaven and dreaming just happened to reside in sphere of gods, but it's like hotels for beings like Lucifer, Endless or the Presence. They can leave and go up or down anywhere they'd like. We saw Lucifer fly into the overvoid and he has visited other multiverses
not every monitor from Nil are more powerful than Dr Manhattan, just because they reside in Nil which infinitely > Orrery of Worlds (where Manhattan is from)
What's miserable is the value of your life being based on funny book fights.
Anyhow, how high cosmics fair against standard heroes does not reflect how they fair against other high cosmics. Such has been shown repeatedly in comics, therefore one would logically compare apples to apples. CAS would be more in line with high cosmics than with Thor right? So how the Beyonders do against LT, etc. would be a better reflection on how they do against CAS right?
And that is assuming that those manifestions facing Thor are equal to the manifestations facing the cosmics.
