Post upgrade, Allen walked all over Omni-Man and Mark like they were ants. The only thing that hurt him was a nut shot.
And this is before he was beaten half to death during the war, meaning he likely received another zenkai making him even stronger.

Yeah, that along with Allen's showings against various Viltrumites would be my primary case.
Mmh, I'd place him a step or two above Conquest. I mean, in their second fight Mark managed to kill the old fart mostly on his own while Nolan and him were helpless against Allenman.

Tbf, Mark's power also grew by leaps and bounds over the series, and was further increased massively when he raged-out.
Just look at the final fight with Thragg...

Allen had a few zenkais after the Viltrumite War, but we never really saw him cut loose much, so I couldn't venture to guess what he's capable of when fighting all-out. He could be above Conquest, but I still definitely think he's below Thragg(his reluctance to engage Thragg kind of helps support that, imo.)
