Based on how the current Darkseid/Justice Incarnate run has played out…it would appear the Empty Hand is far more powerful than any prior threat, including Perpetua or DK.
Definitely did not expect DC to go the route they”re going with re-introducing the Empty Hand, but I”m happy they did.

^Disregard. Somehow I didn”t realize “The Great Darkness” referenced at the end of Infinite Frontier is the Great Evil Beast, not the Empty Hand. Looks like it will be a race between Darkseid, Eclipso, Nekron, Upside Down Man, and Empty Hand to control the power of GEB. Indicates GEB >>>>> any of the villains we have seen in DC

In the latest solicitations, it points out that Darkseid and JLI are working together to fight something even more powerful than Darkseid himself. I'm betting it's Empty Hand.
Why would the empty hand not be more powerful than beings like Perpetua and Darkseid? If that's the reader(us) I would think that would be the end all be all.
Yeah, no reason currently to think Empty Hand will be > Darkseid. Empty Hand likely isn”t going to be as grand a villain as Morrison intended him to be given Eclipso, Nekron, and Upside Down Man are the other “main side-villains” hunting for the Great Evil Beast”s power.
[SPOILER - highlight to read]: Kind of like how Mandrakk and Thought Robot are not as grand as Morrison initially intended/portrayed them to be.
