If your asking if Ironman could counter Black Bolt’s powers with prep, he already has in Civil War 2.. if your asking who would win in a straight up fight Black Bolt practically has knocked out Ironman or around in 2 different occasions.
Once with a whisper in Avengers.
And another time mind controlled by Ebony Maw.

Well I’m saying you know how in the movie Iron Man overcame icing.
If he can overcome the scream of Blackbolt he’d be able to run interrogations that S.H.I.E.L.D. can use to increase intel.
With his technology the intelligence must be functional to not go obsolete. So he’d really have to win this fight once. To increase intl. I mean.
