Rules Clarification Thread

So, we have had (more than) a few threads going off on back-and-forths on rule interpretations, so am creating this thread for people to hopefully be able to ask mods and to discuss forum rules.

Some usual questions:

1. What constitutes 'standard equipment'?
2. Prep? What does 'no offensive action' mean?
3. Do character histories with each other affect their willingness to win?

We can have more questions as time goes by - I think the first one, for example, has already been answered.

Well, that's a weird question. Full Capacity clarifies that they're using their powers to the best of their abilities, but surely nobody has been that bottom-tier to argue for that?

It would essentially produce handicaps in every non-cross company crossover fight, since every hero is friends with one another.

All of these questions have their limits. In order to avoid the storms of the disingenuous claims that may be used as credit, or to discredit a particular case. In short, prove the relevant case without attempting the wool over the eyes routine.
