Load on said computer Vrill's charisma enhancement program that made colu worship him as savvior and that his son used to take control of several quadrants of space.
Use Ultra TP to scan planet and determine who if anyone isn't completely under your thrall. Once determined those who might undermine your rule use either magic of con John or empathic control to make their opinion of zero impact. If it turns out they have some protection to such devolve them to a point in their time line they didn't and the transmute them into an inanimate object. The speed force to speed steal amd statue them and the possession of Jerrico is just back up if they have immunity to that too.
In the first nanosecond, I jump into the Mirror World. Nothing in Marvel can touch me.
In there, am free to prep. Firestorm's powers will give me anything I need (or I can steal it), Constantine's knowledge of spells will be useful, and I can spy and prep as needed.
Then I create billions of blood clones and flood Marvel Earth with speedsters, attacking from every single reflective surface around.
Anyone magical gets power siphoned with Black Alice's powers. Anyone with tech gets hijacked by Henshaw's powers.
