I would think Cloud's physical abilities are greater.
Unless one argues that late-gate Fei can tap into Zohar for strength ala Id, in which case he'd stomp Cloud.

Yep, no game/comic intertwining here.
An actual gauntlet might not be allowed I'm guessing, so yeah, top tier would work. Although bypassing FF7 might be a good idea.
Unless you're going to use a character other than Fei/Id against someone from FF7.
