Fei Long vs Kim Kaphwan
Fei Long's remake of the Sonny Chiba cult classic The Street Fighter was a huge success.
So now, he's filming the sequel, The Return of the Street Fighter in Southtown, reprising his role as Terry Chen (a nod to Chiba's role as Takuma Tsurugi). Ryu is also tagging along, as Fei's karate instructor and trainer.
One major fight scene takes place inside the Pao Pao Cafe, in which Fei beats down over 20 hired extras (think the Bruce Lee-John Saxon tag battle from Enter the Dragon, only Fei is doing this solo).
After the shooting is done for the day, Fei decides to relax inside the Pao Pao. Ryu is off somewhere catching up on old times with Terry Bogard (and punting Andy into the lake once again).
Kim Kaphwan is also in town, attending a TKD tourney along with his sons, Dong Hwan and Jae Hoon. As it turns out, both boys are fans of Fei Long's movies and Fei is more than happy to give them an autograph.
But Kim wants to fight the action star. Fei is more than happy to oblige.
So it's Hitenryu Kung fu versus Taekwondo. Who wins?

neither of them reallly have feats, but at least kim's beaten Choi and Chang who had single handedly terrorized an entire nation...and he beat them one-on-two. and then there's the fact that's one of the KoF elites.
Fei has no feats at all. not even in terms of beating someone.
None of these characters have any feats so it's really close but Fei Long was strong enough to attract the attention of Shadaloo and Bison where he defeats Vega and Balrog (basing his very 1st movie off of these events.) Fei Long was also strong enough to defeat a Seth copy, making him a major player in SFIV.
Plus, Fei Long has 2 pretty extreme ultras that display clear super human strength and speed. Fei Long has the edge, imo.

well, if we're basing it off such things, then Kim has been a tour de force in SNK since FF2. being a mid-toptier and being national hero>>>being in two games and even then being a lowtier. Kim's faster, probably stronger and definitely more experienced. plus he's always been up against stiffer competition and he's been doing it annually since 1994.
and did you guys just use his SFA3 boss fights as canon?
