Their basic showings of skill are pretty much that of any typical japanese action game/JRPG with the high-jumping and enhanced at best leels of strength. In the long run though, Hayabusa's victories are not only higher in number, but his greatest ones aren't the result of pure CIS as is the case with Cloud and fights where he'd've gotten his ass kicked otherwise. At the very worst, Hayabusa's best wins were PIS, or at least simple ordinary plot device.
Then there's the factor of Hayabusa also not being the representative of everything that's wrong with JRPG protagonists, and their seemingly perpetual lack of masculinity.
In what way is Cloud stronger than Ryu? He easily and quickly wields weapons larger than anything Cloud wields. He's also faster, and although he doesn't have materia his piercing void ninpo would likely be the end of Cloud.
