Yes, Akuma wins.
Sekia Kuretsuha matches anything Devil in has done with just it's recoil, and both Kongou Kokuretsu Zan, and Tenshou Kaireki Jin have done feats beyond even that. I would actually love to see what the Sekia Kuretsuha would do on a direct hit, rather than just the recoil.
