I assume that this is SWTOR: Revan incarnation of Lord Scourge?
He is excellent in martial aspects of combat. During his final days in the Sith Academy, his instructors were reluctant to duel him. He managed to handle two "empowered" Imperial Guard individuals simultaneously (one was the leader among the duo), and he subdued them both.
In addition, Lord Scourge is a siphon(er); he can fuel his power by feeding on the emotions of his opponents and not only his own. This talent grants him the capability to keep up with the pace of his opponents and outduel them with his exceptional skills.
I don't think that Maul can handle him in martial aspects.
