This is a toughie. At the point of Deceived Malgus was pretty strong but still not nearly at his prime. Wrath II is very powerful and imo equal to if not greater than Angral, who at the time was Malgus' superior. I'm not sure if Angral was stronger than Malgus, but if that's the case then I'm thinking Wrath II might have the edge, though not my much in the slightest.

Angral was his "superior" due to political favor by and military rank not by feats, in any fight Malgus would stomp Angral with ease
