Silri level. She was considered the strongest among the witches by her sisters, she utterly stomped an Inquisitor and if you take the game into account she was capable of force drain
Idk, that's a bit iffy. Sure Silri beat an Inquisitor, but Ros Lai dueled Vos, who has very impressive feats. An argument could be made for Silri's exotic weapon giving her a decent advantage over Ros, but Ros could likely close that gap with her TK and Illusions.
