Cole is pretty versatile he has some low level telekinesis can levitate and throw cars with it has shields it can only extand forward though can create electric tornados ,summon lightning from the sky,can create ice pillars ,freeze people,can teleport for short distances with a fire dash attack ,can drain life force only in close range though,has fire and electricity based attacks like electric misiles and granades has an electric grappling hook .Im sure there is more but this is all that comes to mind now.
Havok can create force walls and force fields he is immune to heat ,can fly,absorb radiation,cosmic ,gamma and different type of energies.Can shoot plasma blasts far enough to take out satellites has omni directional blasts.He able to focus his blasts to lobotomize people.Can amp his punches with cosmic energy.

Cole has a plethora of electricity/flame/ice based attacks that range from precision sniping to all out lightning bolts from the sky, but after doing some research on Havok, it seems that Cole will be overwhelmed, and that's even with his more intense "Dark Cole" attacks.
He beat Vulcan 2 times but both times he was amped.
In the first battle he got blasted into a sun/star which amped his powers kinda like being near to the sun boosts Superman's strenght second time he absorbed a living star.Vulcan could beat Havok without an amp though.
inFamous is one of my favorite games, with inFamous 2 being way shittier, but neither make Cole all that powerful. His most impressive feats tend to involve the capability to throw Cars around.

Cole can shoot lightning bolts that if aimed at the head will kill a man.
Yet Havok can just as fast release burst pulse beams that cover a wider range of influence as the beam makes its way towards Cole. Canceling out Cole's strike as the relentless force blasts Cole away.
Cole's Lightning strikes were random and took time to hit their targets. Havok would hit him before that anyways, canceling out the attack.

Compared to all the other X-Men films at least, it's above average.
