Note this is part 2 Kenpachi, before Unohana fight.
Yachiru wants a pony for her birthday. Kenpachi decides to go and get her one so she'll shut up about it. He stumbles upon Rainbow Dash who is just flying around, minding her own business. He plans to attack and capture her but not kill her. Any injuries she sustains he assumes can be healed by Unohana.
Rainbow Dash on the other hand doesn't want to get captured so she is simply going to beat him up and drop him off somewhere far away.
So yeah not a fight to the death but a fight to the incapable of fighting. The battle takes place on a normal grass field. So who wins?

All right, I'll bite, how fast is Kenpachi? The bells in his hair thing points to him being subsonic, though he has apparently got some pretty good reaction speed. The issues I see here are:
-In character Rainbow Dash is likely to just leave/avoid a fight if Kenpachi upsets her, unless something is on the line. Though she is generally the most aggressive and quickest to anger of her friends, if she did confront him she'd be unlikely to back down. She'd also cheat.
-Rainbow Dash can fly. As far as being caught, it's out of the question unless he's very fast. He might be able to airwalk after her, but he's never been seen doing so. Even assuming he can, it'd be hard to compete with her natural flight, she's extremely talented.
If all she needs to do is avoid being captured, this is kind of rigged.
-If she's actually required to fight, I'm not sure how much it would take to get her serious. She seemed to have no compunctions about fighting changelings, if she considers a human on the same level as a monster like a dragon, since she's never seen one before, she could go straight for the ass beating.
She's able to dodge lightning with no PIS involved.
As a filly she shook all of Canterlot with her first Sonic Rainboom, and current Rainbow Dash can Rainboom on command, and can even survive flying that fast directly into the ground as seen here:
Her first rainboom also could crack open rocks miles away:
Cause tornadoes that force her friends to hold onto trees to avoid being blown away. This is notably without her rainboom speed, Swarm of the Century occurs before Sonic Rainboom.
The physics bronies have calc'd her at all kinds of crazy speeds, but she's clearly very fast, strong, and durable.

But you wouldn't know as you rest your head.
Soi Fon and Yuroichi both dodged Negación (a beam of light) in the SS arc. Kenpachi is currently faster than both of them.
And when he swung his sword in the beginning of the current arc the shock-wave created a city-block sized crater. That's amount of energy in one sword swing points to at least 99.9% light speed.

1. Not a beam of light.
2. He has no feats approaching c anywhere else and all the simplest explanation points to him just swinging his sword pretty hard, or it being, you know, amped with Bleachki.
Rainbow Dash is pretty easily fast enough to avoid this:

Which is his best feat, IIRC.
So, really, can he actually tag her?

NemeBro has said characters in Kenpachi's range have been calced at about mach 6.
Which imho is not enough to hang with an upset Rainbow Dash, she's crossed horizons in seconds, easily hypersonic, and has that casual lightning dodging feat, I don't think he could tag her.

The Rainboom in the episode Sonic Rainboom, which is the first time she's able to do it on purpose, has her travelling at mach 5 preboom, according to the angle of her mach cone, then after the boom doubling in speed according to that one guy.
She pulled something like 1600 G's when she pulled up at the bottom of that, apparently. It's the tamest rainboom in the series.
As of Season 2 she can Rainboom on command, and as a Filly her first rainboom shook a city/mountain, shattered rocks and created hurricane force winds for miles, she also crossed horizons in seconds. She's pretty easily hypersonic, combined with her casual lightning dodge, she's a pretty solid speedster.
In Season 2 she can rainboom directly into the ground to level hills, and at the end of it Rainbooms again at the apex of Cadence's wedding, that Rainboom, IIRC, has her passing clear over canterlot in less than a second. Canterlot is built into the side of a mountain a la Minas Tirith.
That rainboom caused no collateral damage or shaking that we see, so it's clearly a pretty casual one, lol.
