Cold Days Dresden's strength level is Peak or slightly above. He did things like breaking chains and padlocks with ease and benching 400 kilograms without much effort (he didn't even realize it was a lot of weight until someone pointed out the number to him).
I'm really glad to see a Dresden thread (The Dresden Files are my favorite genre book series) but from what little I know of Kratos this is awful spite.
Harry Dresden (even Cold Days Dresden) is more of a matchup for high level streets and low meta types (Spider-Man would probably beat him in a straight fight, but with prep it would get interesting).

Yeah, for comparison, Kratos can heft billions of tons, withstand volcanic eruptions that send him through the side of the volcano's rock, jump and run fast enough to make falling stone almost stand-still in mid-air, and has the reaction-time to block lightning bolts.
