He did. Both were immune to electricity, Raiden's primary means of offense. This left them to confront each other physically. Raiden is more clever than Thor, but that doesn't help him stand up the swing of a hammer with immeasurable mass. Raiden would've had to match Thor's strength, power, and durability, in which he was sorely outclassed.
